Most likely you have 2 versions of the js32.dll; one in c:\windows\system32 and one in c:\program files\lotus\notes (or wherever you installed notes).
The one in windows\system32 is most likely a leftover of a previous installation. However, since windows will search for dll's first in the system32 directory it will load this older version, causing the startup to fail.
Remove / rename the one in the system32 directory and your issue should be a thing of the past.
